SECTION 1. Temporary Moratorium on Evictions for Non-Payment of Rent by
Tenants Impacted by the COVID-19 Crisis.

A. Notwithstanding anything to the contrary in Palm Springs Municipal Code, during the period of local emergency declared in response to COVID-19, no landlord shall endeavor to evict a tenant for nonpayment of rent if the tenant demonstrates that the tenant is unable to pay rent due to financial impacts related to COVID-19.

Temporary moratorium on evictions for non-payment of rent by residential tenants impacted by COVID-19.


Tenant must, within 30 days after the date that rent is due:

  1. Notify the landlord in writing of lost income and inability to pay full rent due to financial impacts related to COVID-19, and
  2. Provide documentation to support the claim.

The Inland Empire has some resources and protections to help residents and protect against evictions. Riverside and San Bernardino counties have both passed moratoriums on evictions that expire after the State of California ends its state of emergency. California has ended evictions due to non-payment of rent until June 30, 2021.

Esusu No Interest Loans for COVID-19 Rent Relief

Funds will be in an amount between $250 and $1000 depending on total monthly rent, loss of income, net rent excluding housing credit, and household size. Loan size will be determined by our fund committee.


All recipients will receive a three to six month grace period during which no payments need to be made. Subsequently reciepients will be required to repay the loan over the following 12 months in equal installments or lump sum. There are no interest, origination, or other fees at anytime.

CalWORKs Housing Support Program

The CalWORKs Housing Support Program (HSP) was established by SB 855 (Chapter 29, Statutes of 2014) to assist homeless CalWORKs families in quickly obtaining permanent housing and to provide wrap-around supports to families to foster housing retention.

HSP offers financial assistance and several wrap-around supportive services, including, but not limited to: rental assistance, security deposits, utility payments, moving costs, hotel and motel vouchers, landlord recruitment, case management, housing outreach and placement, legal services, and credit repair.

Inland Fair Housing and Mediation Board is a private nonprofit agency. Their programs include fair housing services, landlord/tenant and mobile home mediation, housing counseling, alternative dispute resolution, and senior services.
